In the 70s, in Poland, they were everywhere, though they tried to be invisible. They registered illegal bottling of fuel, lovers meeting in the hotel, black market of foreign products. The film made from archives and wiretapped conversations, unveils the magnitude, and sometime absurdity, of the surveillance system of serving a dictatorship.
